The Missouri House of Representatives has passed proposed changes to the initiative petition process. The Republican-backed plan would ban petition circulators from being paid based on the number of signatures collected. If a court orders “substantial” changes to the content of the ballot title of an initiative or referendum petition, all signatures gathered before changes are ordered would be invalid.
