A former clerk for the Village of Phillipsburg has been charged with multiple counts of forgery. The investigation began when the Chairman of the Village Council began an internal review of the Village bank records. The investigation by the Laclede County Sheriff’s Office led authorities to believe that the Village Clerk Marcella Todd had altered her paychecks to higher sums than approved by the council. Todd is also accused of writing checks to herself and a business that she co-owned, without the consent of the Council. Todd is charged with 7 counts of forgery. She is scheduled to appear in court on April 12th.
