Richland Man Lands in Phelps County Jail

A 44-year old Richland man was taken into custody at 12:30 this morning by members of the Missouri Highway Patrol. David H. Holmes faces a felony charge of failing to register as a sex offender, a misdemeanor charge of failing to comply with Halloween restrictions for sex offenders, DWI drugs, possession of marijuana, possession of drug paraphernalia, and several other charges. Holmes was placed on a 24-hour hold in the Phelps County Jail in Rolla.
