A proposed constitutional amendment would place the Missouri Department of Transportation’s annual budget planning underneath the authority of the legislature. Currently, Mo-DOT’s spending priorities are decided by the state Highways and Transportation Commission, not by state lawmakers. Republican Rep. Don Mayhew of Pulaski County says the measure was sparked by a lawsuit over Mo-DOT’s attempt last year to give pay raises to their employees:

The measure passed the Missouri House earlier this month and is now in the hands of the Senate. If it passes there it’ll then go before Missouri voters, most likely in 2024.
