Is the Missouri Presidential Preference Primary a waste of tax payer money?

(Jefferson City)–Missouri Secretary of State Jay Ashcroft says taxpayer dollars are wasted on the presidential preference primary election. During a House Budget Committee hearing, Ashcroft says the primary does not really matter.
