Construction company facing multiple felony charges

A Rocky Mount construction company owner has been charged following an investigation by the Missouri Attorney General’s Office. The Attorney General’s Office began investigating after receiving complaints from individuals who hired Brandon Rusin and Spencer Construction to do work, making partial payment up front, which he failed to complete. In 2018 a property owner paid more than $27-thousand-dollars up front, but he didn’t complete the project, and wouldn’t provide a refund. A second property owner reported that she paid Rusin more than $46-thousand, but again he failed to complete the work. Rusin has 3 outstanding warrants for Fraud, Stealing, and Deceptive Business practices in Laclede, Benton, and St Louis County. The latest charges include financial exploitation of the elderly, and deceptive business practices in Camden and Morgan County. Both counties have asked for a special prosecutor to try the cases.
