Luntsford says caseloads may also change because due to the passage of Amendment 3, law enforcement officers are no longer allowed to do searches based upon smelling marijuana. She says the odor of marijuana has often been a significant factor giving rise to probable cause, leading to finding additional drugs or evidence of other crimes.
