He says employers are struggling to fill available jobs with adults and businesses are starting to turn to younger workers between the ages of 14 and 18 to fill that gap. Work certifications among the ages of 14-15 increased 45% from 2021 to 2022. A complaint can be filed with the Division of Labor Standards if an employer is not following state law.
